1) Outdoor sports with outdoor seating needs little modification since direct sunlight (UV rays, cloudy or not) kills the virus in as few as 5 mins. Just check the temperature of all who enter and do not allow anyone in with a fever and force hand sanitizer as they enter.
2) Indoor seating is the challenge...you could employ UV chambers sort of like the booth you pass through @ the airport and zap the fans with brief but intense UV light from head to toe...all indoor fans must wear a face mask. It would also be tremendously beneficial if all indoor seating were modified to a negative pressure environment which shouldn't be difficult or expensive from an engineering aspect (most hospital rooms/wards for Covid (+) patients employ negative pressure to safeguard the healthcare workers). You could easily install UV lighting indoors as well with very little cost.
