I do not think they were cursory but intentional. Most of the rule changes were to allow more passing and scoring. The biggest change in my lifetime was the elimination of one platoon football. Then they changed the blocking rules allowing pushing and shoving and frankly holding. In my day you could hit a receiver anywhere on the field until the ball was thrown, but you could knock down the receiver 25 yards downfield.

The biggest change was the two platoon system. A defensive tackle for instance had to play the offensive tackle position also and had to at times play every down. A 360 pounder would drop desd literally if he had to do that today witha 98 degreee temp and 90% humidity.
