Did Korless Marshall play at Eastern Ill. ?

Thought if you transfer down to FCS you are immediately eligible. No stats for him this past season. Anyone know if he is still there? Am I wrong on the transfer rule? PS I saw Horace Arkadie on their roster. Was their 9th leading tackler with 36 UA and assists combined in 11 games.
