RGIII to Cleveland ... does this shake up the draft at the top?

... many thought new Cleveland HC Hue Jackson would be going QB with the 2nd overall pick -- either Wentz or Goff. Are those 2 still in play at No. 2? I'm not counting RGIII out as a starter, and Hue Jackson is one of the best offensive minds in football.
