Clarification from @TCUCohen: #TCU Kenny Hill didn't make a throat slash but did the sign language for rising kings. LINK
I would not have recognized it unless it was specifically pointed out - I know a little sign language and it is actually true that diagonally crossing you chest is a sign for Jesus - (L) swipe = Lord / (C) swipe = Christ / (K) swipe = King. If you look closely it does appear that Kenny is signing the letter K with his fingers while swiping them across his chest diagonally - not that it changes anything.
