Recruiting by Rivals

I understand there are regional scouts, national scouts, etc... but when it comes to rating guys is it a concensus ranking between multiple scouts or is one guy rating 100 players, another guy rating a different 100. Just interested in how rivals evaluates talent. Surely not everyone is unanimous on every recruit. @nikkichavanelle @Greg Powers
