The green thing by first base

I am pretty much a playoff baseball only , game watcher. I did watch two games of the Texas series because, well, it’s fùcking Texass. I had never noticed the green thing until the regionals and I assumed, correctly I think , that is a safety thing to allow the runner step on it versus the bag.
When was this implemented? I assume safety was the reason?
what are the rules for its use? Does the runner have to use it? Can the first baseman use it to say double up a runner on a throw from right field if it’s more convenient ?

Will we have one at second, third , home eventually ?


Looks weird.
